A progress waiver is created against the payee and the bill you're paying — which is where its amount and through-date come from — and when you go to record that payment, the bill's waiver coverage decides whether you get a clean pay, a warning, or a block. Because a conditional waiver's effectiveness depends on the payment actually clearing, the waiver and the payment stay tied together. Final waivers don't need a linked bill, so a supplier you pay without a subcontract is a first-class case.
